Am 04.09.1978 wurde die Medaille gestiftet. Verliehen wurde sie aber erst 1979 an Bürger der DDR. Die Verleihung erfolgte durch den Vorsitzenden des Staatsrates der DDR. Die Medaille wurde/wird in einen weißen Kunststoff-Etui aufbewahrt. Das Etui ist aufklappbar und ist innen mit rotem Samtimitat ausgelegt. Die Spange ist zugleich die Interimsspange.
